Independent gas measurement for offshore platforms, FPSOs, and subsea production systems.
Offshore gas measurement spans production metering, gas lift accounting, fuel and flare gas quantification, and fiscal metering for pipeline export and shuttle tanker operations. Each measurement point carries royalty, tax, or commercial settlement implications. FUTUREGAZ provides independent measurement review and asset audit services for fixed platforms, FPSOs, and subsea production systems.
The measurement challenge offshore
Offshore gas measurement involves multiple streams — produced gas, reinjection gas, fuel gas, flare gas, gas lift, and export — each with its own metering requirements and financial implications. Production metering at the wellhead or separator feeds the allocation system used to divide production between partners and report to the regulator. Fiscal metering at the pipeline export point determines the quantity for which royalties and production taxes are assessed.
The harsh offshore environment — pressure cycling, vibration, temperature extremes, and limited access for calibration — makes metering systems more susceptible to drift and configuration error than onshore equivalents. Annual or periodic independent review is a standard part of responsible asset management for any offshore measurement system.
FUTUREGAZ services for offshore operations
Production and fiscal metering review
Independent review of production metering and fiscal export metering: flow meter calibration records, meter factor calculations, pressure and temperature correction algorithms, and metering uncertainty analysis. Deliverable: structured technical assessment against applicable metering codes.
Flare gas measurement and reporting
Flare gas quantification for regulatory reporting, carbon accounting, and production balance. Review of flow measurement approach, composition estimation methodology, combustion efficiency assumptions, and compliance with regulatory reporting obligations.
Metering system audit and assurance
Independent audit of the full offshore measurement system: hardware condition review, calibration record assessment, procedure compliance check, and operational readiness evaluation. Structured gap analysis with prioritised corrective action recommendations.
Applicable standards for offshore measurement
Fiscal measurement systems
Norwegian standard defining requirements for fiscal measurement systems for hydrocarbon gas and liquid on the Norwegian Continental Shelf, applicable to Norwegian offshore production.
Gas flow measurement
ISO standard for measurement of gas flow in closed conduits, applicable to production metering, export metering, and custody transfer points on offshore installations.
Offshore emissions reporting
OSPAR Convention requirements for reporting atmospheric emissions from offshore installations, applicable to flare gas and combustion emissions reporting in the North-East Atlantic region.
UK metering code
UK Measuring Network Code requirements for metering systems at petroleum installations on the UK Continental Shelf, applicable to fiscal and allocation metering for UKCS production.
